Why am I paying for leads from people who were never going to hire me?

It is usually a few things working together.
Lead forms are easy for an ad platform to generate, and the cheapest lead is often the least qualified one. The platform cannot know the difference between a curious form-filler and a great customer unless you give it that information.
That is why lead quality needs to be part of the feedback loop. A list of names is not the same thing as a pipeline of people your business can genuinely help.
