Ad platforms are very good at getting the outcome you ask for. If a campaign is set up to get clicks, it can find lots of people who click, without finding people who are ready to hire you.
Sometimes the traffic is simply the wrong traffic. Other times the website is unclear, the phone number is hard to find, the form is broken, or the mobile experience makes the next step feel like work.
